I was told it has something to do with either the contents or labeling or both that California doesn't like. I finally found the gloss white I was looking for on ebay and he only had 2 23ml bottles to sell. Even Tower Hobbies was out of stock. I used Floquil and Grummacher which were good too, but Tamiya is still my all time favorite for gloss and flats. So, don't skimp, use the best that you can for that spray job.
