Yes, it's a de-icing boot. They would inflate to break the ice off. That's sure a beauty, They had one of these on the USS Intrepid as a photo bird. It brings back memories. and you depict it perfectly.

I believe it's for de-icing as all the leading edges will get the same treatment. More to come...

Wowzers! That looks so good! The silver leading edge really sets things off for some reason. Is that a spoiler? Or a deicing device?
